STORY:

French parliament adopted a law on Tuesday banning the promotional sale of alcoholic beverages. ‘Open Bar’ nights are a target of the new law. Night clubs would attract young party goers by charging an affordable entrance fee to enter. Once inside, all drinks were free. The result was heavy binge drinking leading to serious problems.  

According to the French health ministry, for drinkers fifteen to twenty-four years of age, hospital emergency admissions for intoxication increased by fifty percent between 2004 and 2007. Six out of ten youngsters admit having been drunk by the age of seventeen.

For Catherine Lemorton, a French parliament member, banning open bar nights was a must.

[Catherine Lemorton, Member of Parliament]:
“Today young people have a regrettable tendency to go out and party for the sole purpose to drink massively lots of strong alcohol. This is something we have noticed for the past few years and it has had dramatic effects, with cases of alcoholic comas and, therefore, deaths. So we had to tackle this problem. To ban those open bars, meaning free alcohol of unlimited quantity, or the happy hours, alcohol given away cheaply, was a good measure.”

The legal drinking age was also raised from sixteen to eighteen. Although France is a noted country of wine drinkers, binge drinking had not been a problem in French culture until recently.

[Catherine Lemorton, Member of Parliament]:
“Our youth are not feeling well. It’s true, the future looks bleak to them, especially with this financial crisis which is hitting us hard, and that’s not reassuring for them. They need those moments when they can escape from this life which can be confusing sometimes.”

For Marie Catherine Chikh, who works at a health hotline for youngsters, binge drinking often leads to other problems.

[Marie Catherine Chikh, Psychologist, Health Hotline]:
“The problem is with what happens after a weekend of heavy drinking. They’ve had unprotected sex with several partners, and they suddenly have many questions around sexually transmitted diseases and the risk of pregnancy. Behind all of this lies the problem of the great quantities of alcohol they’ve had. And not only alcohol, but also other products they’ve mixed with it.”

The new law appears to be largely welcomed in France. A French law banning smoking in restaurants and bars was also implemented just last year.
